This is more along the lines that I was thinking. I bowled in the Denver area for several years and they had some type of formula as well. I believe you got points for honor scores, points for high average (city-wide), and points for tournament finishes. I'm not sure I would want to use Martin's idea for Columbus although it would be better than what we currently have!Greater Atlanta has a formula that they used to determine bowler of the year. Its a little outdated due to explosion of honor scores, but its better then apparently what columbus has. I would venture to say most associations use this format. The idea that Martin wrote I think would be perfect for your association due to the fact your assoc. is small. That idea woulnd't work as much in Greater Atla due to the extensive size (23 centers spread across 100 miles.).
